What it is

This is an extract of peppermint leaf, usually made with water, glycerin or glycol rather than by distillation. Because it is not a distilled oil, it contains far less menthol and menthone than peppermint essential oil and is used mainly for a light refreshing character and marketing appeal. The distinction matters: Regulation (EU) 2023/1545 added Mentha Piperita Oil to the allergen labelling list, but not the leaf extract.

What it does well

  • Gives a mild refreshing character without the sting of the oil

    Extracts carry a fraction of the menthol found in the essential oil, so the cooling effect is subtle. There is little clinical evidence for any specific skin benefit.

  • Can still contain enough menthol to matter for sensitive skin

    Extract strength varies widely between suppliers. A concentrated extract in a high-percentage formula can still tingle or sting on a compromised barrier.

    Matters most toPeople with eczema, rosacea or freshly exfoliated skin.

Peppermint leaf extract is not listed in Annex II and is not on the Annex III fragrance-allergen labelling list. Note that the distilled essential oil, Mentha Piperita Oil, was added as Annex III entry 361 by Regulation (EU) 2023/1545, and menthol itself as entry 338.
