What it is
Hydroxyethylcellulose is plant cellulose treated with ethylene oxide so that it dissolves in water instead of staying an insoluble fibre. It produces clear, smooth gels that are stable across a wide pH range and do not pill or feel sticky. It is one of the most common thickeners in gel masks, cleansing gels and hydrating essences.

It is a workhorse thickener chosen precisely because it is pH-tolerant, compatible with most actives, and does not add stickiness. It stays on the surface and is not absorbed.
