Arbutin

What it is
Arbutin is hydroquinone with a glucose molecule attached, found naturally in bearberry, cranberry and pear leaves and now usually made synthetically. That sugar group makes it gentler and more stable than hydroquinone itself, and skin enzymes release the active part slowly. It is used as a skin-lightening and skin-conditioning agent, and because it is a hydroquinone-releasing substance the EU regulates it specifically.
What it does well
Fades dark spots more gently than hydroquinone
Arbutin inhibits tyrosinase, the enzyme that starts pigment production, so it slows the formation of new pigment rather than bleaching what is already there. Reviews of the mechanism are consistent, but large independent clinical trials in cosmetic use are limited.

Also acts as an antioxidant
Laboratory work shows free-radical scavenging activity alongside the anti-pigment effect. This is a secondary property and has not been shown to matter clinically at cosmetic doses.

Releases small amounts of hydroquinone, which the EU explicitly caps
Skin and bacterial enzymes can cleave arbutin to hydroquinone, a substance banned from EU cosmetics. The EU therefore requires that hydroquinone in an arbutin-containing product stays at unavoidable trace levels and no higher.
Matters most toAnyone buying arbutin products from outside the EU, where the hydroquinone trace limit and the 7% cap may not be enforced.
Skin-lightening actives need diligent sun protection
Suppressing pigment production without daily sunscreen tends to produce patchy results and lets treated spots return. This is a limitation of the whole category, not a toxicity issue.
Matters most toAnyone using it for melasma or post-inflammatory marks, particularly on deeper skin tones.
Deoxyarbutin, a related molecule, is banned outright
Tetrahydropyranyloxy Phenol (deoxyarbutin) is listed as a prohibited substance in Annex II of the EU Cosmetics Regulation. Ordinary arbutin and alpha-arbutin remain permitted within their limits.

Where the EU stands
Concentration-restricted
Permitted in face cream up to 7%. Hydroquinone in the finished product must stay as low as possible and no higher than unavoidable trace levels. The restriction was introduced by Regulation (EU) 2024/996 and has applied in full since 1 November 2025.
