What it is
Evening primrose oil is pressed from the seeds of Oenothera biennis and is one of the few plant sources of gamma-linolenic acid (GLA), typically 8 to 10%, alongside a large share of linoleic acid. GLA is a precursor to anti-inflammatory signalling molecules, which is why the oil became popular for eczema. As a topical emollient it is a light, linoleic-rich oil; the supplement story is a separate and less flattering one.

The eczema reputation comes from oral trials that did not work
A Cochrane review pooling 27 studies and 1,596 participants found oral evening primrose and borage oil no better than placebo for eczema symptoms, and concluded further trials would be hard to justify. That verdict is about capsules, not creams, but it is the source of most of the ingredient's reputation.
