The ≈1% line: why the hero ingredient sits near the end

EU law orders an ingredient list by weight, but only down to 1%. Below that, a brand may print in any order it likes. On the masks we have read, 61% of a typical list sits in that free-for-all, and 41% of the ingredients advertised on the front of the box are down there with it.

The rule, and the part nobody mentions

Article 19 of the EU Cosmetics Regulation says an ingredient list must be printed in descending order of weight. That single sentence is what makes a label readable at all: the first name is the bulk, the last name is a trace, and the order between them is information.

The same article then adds a qualifier that almost no one has read. Ingredients present at less than 1% may be listed in any order, after the ones above 1%. Not a loophole and not a scandal. It is a practical concession, because holding a formulator to a strict ranking of nine ingredients that are each 0.2% would be precision theatre. But it has a consequence that changes how you read a box.

Where the line actually falls

We estimate the cut on every mask we can and mark it in the decoded panel. We found a defensible line on 201 of 215 masks. It falls earlier than most people would guess: at the median, entry 10.

So the honest reading of an average mask label is: about ten ranked ingredients, then a bag. Everything you have been taught about ingredient lists (that position four beats position eleven, that late means trace) is true down to entry 10 and then simply stops being true.

Named on the front, printed last

This is where it stops being a technicality. We record, for every mask, the ingredients the pack itself advertises: the ones in the product name, on the front, in the claim. Matching those back onto the printed list gives 818 testable cases. In 338 of them, 41% of the total, the advertised ingredient sits below the ≈1% line, across 138 different masks.

A handful are printed in the very last position on the label, which is the most that can be said with a straight face about an ingredient a product is named after:

How we find the line, and why it is an estimate

No brand publishes the cut. We infer it with a marker heuristic: the first entry that is, in commercial practice, essentially always used at or below 1%. Around forty markers, all of them familiar:

The first marker on a list is where we draw the line, provided there are at least four entries above it and at least one below. Otherwise it is not a cut, it is a coincidence. On 14 masks no defensible line exists and we draw none rather than guess.

Two ways this can be wrong

It can be drawn too early: a mask using Xanthan Gum at 1.2% as its main texturiser really does have that ingredient above the line, and our line lands one entry too high. And it can be drawn too late, because a formula can pass below 1% several entries before it reaches any marker we recognise. It is a stated estimate, labelled as one on every panel, and never presented as a disclosure.

Kits are the case that forced the most care. A two-part pack prints two lists, and the second one starts again at water, so a single line drawn across both would file that water as “below 1%”. Each printed list gets its own line.

What this changes about buying a mask

  1. Find the first gum, preservative or fragrance name. That is roughly your line. Everything after it is unranked.
  2. Check whether the front-of-box ingredient is above it. If it is, the claim has support on the label. If it is not, the claim may still be true, but you are trusting the brand, not reading a fact.
  3. Stop scoring the tail. Comparing two masks by whether niacinamide is fourteenth or nineteenth is comparing noise.
  4. Weigh the top five. Above the line, order is real, legally required, and the most reliable thing on the whole box.
