One rulebook, two habits
A mask made in Korea and sold in Germany is not held to a lighter standard than a German one. Both are placed on the EU market, both need a responsible person established in the Union - for an import, that is the importer unless it mandates someone else in writing - and both print their ingredients in the same descending order of weight. Nothing in the law distinguishes them.
What does distinguish them is formulation practice, and that turns out to be remarkably consistent. Of the 215 masks here, 75 come from Korean brands and 127 from European ones, with 13 from elsewhere left out of this comparison rather than assigned to a side. Every figure below is a count over those two groups, recounted whenever this page is built.

Perfume is the real divide
If you only remember one thing from this piece, it is this one. 93 of the 127 European masks here print Parfum, against 21 of the 75 Korean ones. On our fragrance-free test, which also catches fragrance declared under other names, 44 of the Korean masks pass and 27 of the European ones do - 59% against 21%.
The declared allergens follow the perfume. Linalool appears on 37 European lists and 6 Korean ones, and it is named at all only because it crosses a declaration threshold - the mechanism the Parfum piece sets out in full, with the opinions behind the thresholds cited there rather than restated here.
Two ways to preserve the same water
Every mask here is mostly water, so every mask here has to be preserved. The two groups do it differently, and this is the clearest structural difference on the lists after perfume.

The European pattern is the conventional one: a permitted preservative from Annex V, most often Phenoxyethanol, sometimes with a benzoate and sorbate pair. Neither of that pair appears on a single Korean list here.
The Korean pattern leans on multifunctionals instead: 1,2-Hexanediol on 61 of 75 lists and Ethylhexylglycerin on 57. Both are solvents and skin-conditioning agents that also suppress microbial growth, and neither is listed as a preservative in Annex V, which is what their own encyclopaedia entries here say and cite. The practical effect is a list that reads as though it has no preservative in it. It has one; it is doing two jobs and is declared for the other. The preservatives piece is where that argument is made properly.
The base is written differently
Past the preservative, the divergence continues into the parts of a formula nobody markets. The solvent-and-humectant base of a Korean list is built on glycols; the European lists lean on a plant oil, an acid to set the pH and a gum to hold it together.

Dipropylene Glycol is the sharpest single split in the base: 40 Korean lists against 5 European ones. Sodium Hydroxide runs the other way and runs to zero: 36 European lists carry it as a pH adjuster and not one Korean list here does. None of this is a safety difference. It is two supply chains and two formulation schools solving the same problem with the materials they buy by the tonne.
Plant oils against botanical extracts
The difference a reader is most likely to notice on the front of the pack is what each side reaches for as its named ingredient. European masks reach for a fat.

The bottom two rows are the mirror image. Licorice root is on 38 Korean lists against 15 European ones, and Coptis japonica - a plant most European buyers will never have read on a pack - is on 15 Korean lists and on none of the European ones.
Which is not the same as gentler
Botanical does not mean inert, and there is a count here that cuts against the assumption. On our essential-oil test, 112 of the 127 European masks are clear - 88% - against 57 of 75 Korean ones, or 76%. The European lists carry more perfume and fewer essential oils; the Korean lists carry less perfume and more of them. Alcohol goes the other way again: 92% of the Korean masks are clear of drying alcohol against 71% of the European ones.
Longer lists, and a higher price per use
Two figures that get assumed backwards. The median Korean list here runs to 29 entries and the median European one to 25, so the Korean formulas are the more complex, not the more minimal. And on cost, the median Korean mask works out at €2.28 an application against €1.45 for a European one.
The format mix explains most of the second number rather than any premium on origin. 41 of the 75 Korean masks are single-use sheet masks - 55% - where one pack is one application, while the European group is weighted towards jars and tubes: 20 clay masks against 4 Korean ones, and 44 sheets out of 127. A tube stretches over a dozen uses and a sachet does not.
What to do with it
- Do not shop by origin. Shop by the thing you are avoiding. Origin predicts what a list is likely to contain; a filter tells you what it does contain. If fragrance is the issue, the fragrance-free filter is the direct route.
- If a Korean list looks preservative-free, read it again. Look for 1,2-Hexanediol and Ethylhexylglycerin, which are declared as what else they do.
- Compare per use, not per pack. A sheet mask is one use. That is most of the price difference between these two groups.
- Browse either group whole. The Korean masks and the German ones each have a page with their own counts.

Article 4(1): “Only cosmetic products for which a legal or natural person is designated within the Community as ‘responsible person’ shall be placed on the market.” Article 4(5) makes the importer that person for an imported product unless it mandates someone established in the Community in writing. Article 19(1)(g): the list runs “in descending order of weight of the ingredients at the time they are added”, and “ingredients in concentrations of less than 1% may be listed in any order”. Those two articles are why a mask formulated in Seoul and one formulated in Düsseldorf arrive here under identical obligations, and why both lists can be read the same way.
